ارزیابی معیارها و شاخص‌های پایش طرح مدیریت منابع‌ جنگلی زاگرس از منظر جوامع محلی (مطالعۀ موردی: منطقۀ بازفت)

چکیده

این پژوهش با هدف سنجش دیدگاه و تلقی جوامع جنگل‌نشین دربارۀ اجرای طرح مدیریت منابع جنگلی زاگرس، طراحی و اجرا شد. 82 خانوار از جوامع محلی ساکن در منطقۀ بازفت استان چهارمحال و بختیاری که به‌طور مستقیم با طرح مدیریت منابع جنگلی در ارتباط بودند انتخاب شدند و ارزیابی معیارها و شاخص‌های پایش طرح از راه پیمایش میدانی و مصاحبه با سرپرستان خانوارها صورت گرفت. نظر جوامع محلی دربارۀ 24 شاخص و 3 معیار اجتماعی- مشارکتی، اقتصادی- معیشتی و مدیریت جنگل، بررسی و اولویت‌بندی شد. نتایج نشان داد که از بین شاخص‌های ارزیابی‌شده، رضایت‌ مردم از اجرای طرح، پاسخگویی طرح به نیازهای جوامع محلی و ارتقای درآمد خانوار پس از اجرای طرح در کمترین اولویت مطلوبیت قرار دارند. معیارهای مدیریت جنگل، اقتصادی- معیشتی و اجتماعی- مشارکتی به‌ترتیب اولویت مطلوبیت اول تا سوم را به خود اختصاص دادند. این موضوع مؤید این است که تأثیر اجرای طرح مدیریت منابع جنگلی بر شاخص‌های اجتماعی و به‌خصوص اقتصادی بسیار کمتر از شاخص‌های مدیریت جنگل بوده است. در واقع از منظر جوامع محلی پیامدهای اقتصادی و اجتماعی طرح هم‌سنگ اثرهای جنگل‌شناختی آن نبوده است که همین امر به‌طور مسلم سودمندی تأثیر طرح بر شاخص‌های مدیریت جنگل را از بین برده است. نتیجه پژوهش روشن می‌سازد که در تهیۀ طرح‌های جنگلداری و مدیریت جنگل، باید به چگونگی تعریف و اثرگذاری شاخص‌های اجتماعی و اقتصادی توجه ویژه‌ای داشت. چراکه این شاخص‌ها همۀ ابعاد مدیریتی در جنگل را تحت تأثیر خود قرار خواهند داد و عملاً اقدامات حفاظتی، احیایی و شیوه‌های بهینه بهره‌برداری را به حاشیه می‌برند و نتیجۀ سال‌ها هزینه و سرمایه‌گذاری از بین خواهد رفت.

This research was designed and implemented with the aim of gauging the perceptions and views of forest-dwelling communities regarding the implementation of the Zagros Forest Resources Management Plan. Field surveys and interviews were conducted with heads of 82 households from local communities in the Bazoft region of Chaharmahal and Bakhtiari province, who were directly involved with the forest resources management plan. The study examined and prioritized the opinions of local communities on 24 indicators and three criteria: social-participatory, economic-livelihood, and forest management. The results revealed that among the evaluated indicators, people's satisfaction with the plan's implementation, the plan's responsiveness to the needs of local communities, and the improvement of household income after the plan's implementation were the least desirable. The criteria of forest management, economic-livelihood, and social-participation were prioritized from first to third, respectively. This confirms that the impact of the forest resources management plan on social and especially economic indicators was much less than on the forest management indicators. In fact, from the perspective of local communities, the economic and social outcomes of the plan have not been on par with its forestry effects. This has undoubtedly undermined the plan's effectiveness on forest management indicators. The study's findings underscore the need for special attention to the definition and effectiveness of socioeconomic indicators in the preparation of forestry and forest management plans. These indicators will influence all aspects of management in the forest and could potentially marginalize conservation, revitalization, and optimal utilization methods, leading to the loss of years of cost and investment.
